Agenda Items 8 to 10— Convenience Store at Ann Road and Rainbow Boulevard: The applicant is proposing to construct a new 2,985 square-foot convenience store with fuel pumps and canopy at the northeast corner of Ann Road and Rainbow Boulevard. Staff does not support the requests to allow a Beer/Wine/Cooler Off-Sale use in a Limited Commercial zone, a residential adjacency setback, exceptions to landscape buffer requirements and exception to the orientation of the building. Held in abeyance to the April 23 meeting.
Agenda Item 11 — Retail Building near Ann Road and Rainbow Boulevard: The applicant has proposed to construct two, 8,400 square-foot single-story general retail buildings adjacent to Rainbow Boulevard, approximately 85 feet north of Ann Road. Staff supports the waiver request to allow a zero-foot landscape buffer where eight feet is required along the eastern perimeter of the subject site. Held in abeyance to the April 23 meeting.
Agenda Item 156 — Massage Establishment at 124 S. 6th St., #107 : This is a request for a Special Use Permit to allow a proposed Massage Establishment use with distance separation waiver from protected land uses at 124 South 6th Street, #170. Staff recommends denial. Motion failed due to tie votes; moving forward to April 17 City Council with no recommendation.
Agenda Items 157 to 161— Residential Townhouse Development near Alexander Road and Hualapai Way: The applicant is proposing to construct a 130-unit residential townhouse development, consisting of eight four-plex buildings, 11 six-plex buildings and four eight-plex buildings over three parcels south of Alexander Road, on the east side of Hualapai Way. Staff supports the request for a General Plan Amendment, but does not support the requests for the variances, site development plan review and tentative map. The General Plan Amendment was approved; all other items related to this project were held in abeyance to the April 23 meeting.
Agenda Items 165 & 166— Office Building and Hotel near Hitt Family Court: This is a request for a Special Use Permit and Site Development Plan Review for a proposed 6,500 square-foot office building with a 128-unit hotel building on 3.60 acres located on the south side of Hitt Family Court approximately 455 feet west of Durango Drive. Staff recommends denial. Approved.
Agenda Item 168 — 2050 Master Plan: Staff recommends approval on a report on the city’s 2050 Master Plan. No action required.
